The primary net enrolment ratio has increased over the past three decades to reach 99.7 per cent in 2013, achieving the Millennium Development Goal on universal primary education well in advance of the 2015 target. However, the remaining 0.3 per cent account for significant numbers of primary-school-aged children, most of them concentrated in poor rural areas of western and central China.
